Yes, it will. As long as your hall is maxed out for your account, each of your "Kind of a big deal" characters can charm a rainbow Pheonix.

To answer ops question, To get the rainbow pheonix does not require a full hall but require's that char to have 10 maxed titles so hope this help and all the best to your titles

Here is how I did it....I charmed a Rainbow Phoenix on my Necro who has more that 10 maxxed titles and then put it in the pet menagerie (sp)....then I was able to charm it with my ranger who does not even have 5 maxxed titles.

It HAS to be on 1 char (Anet massively failed /w their supposed "HoM Upgrade" last update, I was really hoping they'd have the foresight to make the title account based.)

I personally found that the weapons display need not be maxed, as I only had 3 in there and still found the pheonix. JUST having kind of a big deal is not sufficient. |

Once again, you can find the Rainbow Pheonix there if you have rank 1 KoBD and if your HoM is maxed. So if you have 5 different elite armors shown (whether they be all from one char or 1 from 5 different chars, etc.) then your HoM is considered to be maxed for elite armors. I know this from personal experience, as I recently did exactly this to get my Rainbow Pheonix and have no character with 10 maxed titles... I play 10 of my characters pretty much equally and don't spend tons on any one of them.
